Introductions
Mr. Jim McKenna began the meeting at 7:10 p.m. All attendees introduced themselves to the group. Mr. McKenna made opening remarks; discussed the agenda (attached), and spoke briefly about the PBC contracting mechanism that was going to be discussed, sampling being conducted at SWMU 54, the Building 4343 final remedial report and the final SWMU 31 RFI reports that would be submitted in December.
Presentations
Mr. Tom Meyer made a presentation on the Performance-Based Contracting (PBC) mechanism that the Army has recently implemented at Radford. (attached). He discussed the definition and elements of a performance based contract. Mr. Meyer pointed out that this type of contracting let the Army determine the end points (goals) but placed the responsibility of how the goals are accomplished on the PBC contractor. The current PBC covers 11 sites and was awarded on 20 Sep 2006 to Shaw Environmental, Inc. The awarded amount was $11,830,470.
Comments/Questions
There was general discussion about the presentation. Discussion revolved around the sites covered by the PBC, whether other sites were being worked on outside the PBC, and whether there would be future PBC offerings.
Closing Remarks
The meeting was concluded at 8:00 p.m. The next RAB meeting is scheduled for March 15, 2007.
