RAB meeting began with Jim McKenna introducing the RAB meeting attendees followed by an update of the Installation Restoration Program (IRP) status at each of the IRP sites at Radford AAP (RFAAP). Jim McKenna and Jerry Redder answered RAB member questions regarding certain IRP sites.
Jim McKenna presented the US Army Environmental Command (UAEC) “Underground Tactics” illustration which was available as a handout and is also posted on the RFAAP IRP website. He briefly discussed the steps that are required under the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) to address environmental contamination at an IRP site.
Jim Spencer provided a presentation regarding the proposed remedial action at SWMU 54 – Propellant Burning Ash Disposal Areas. He summarized the investigative activities conducted at the site including soil and groundwater sampling, as well as, surface water, pore water, and sediment sampling in the New River. In addition, he discussed the proposed remedial action at SWMU 54 which includes the excavation of contaminated soil and the monitored natural attenuation of groundwater (see attached presentation and fact sheet). Jim McKenna noted the proposed remedial action has not been reviewed by the United States Environmental Protection Agency or the Virginia Department of Environmental Quality.
The SWMU 54 presentation was followed by a brief question and answer session about the contaminants and clean up options at SWMU 54.
Next meeting is scheduled for Thursday March 20, 2008.
