Item #1. Introductory Remarks,
Mr. Jim McKenna convened the meeting at
7:10 p.m. As the previous RAB meeting on September 20th had
been cancelled, and the previous meeting in July was a site visit, there
were no minutes needing approval. Due to security measures, RAB meetings
will continue to take place at WPI until further notice.
Agenda Item #2: Review and Summary of
RAB Questionnaire
Mr. Steve Grieco, WPI, reviewed the questionnaire recently sent to
present and former RAB members. Results were generally positive, although
RAB members had some concerns about the board’s effectiveness. Mr.
Grieco also presented a revised RAB fact sheet and a RAB Activities fact
sheet that included a "Decision Making Process" flow chart. Mr.
McKenna explained that the Installation Restoration Program (IRP) is at
the RFI/RI stage (RCRA—Resource Conservation and Recovery Act—Facility
Investigation/Remedial Investigation) and is currently working with EPA
and the state on sampling sites.
Agenda Item #3: Discussion
Discussion from the RAB members indicated they would like to see more
information on the website geared toward non-technical audience; Mr. Allen
Boynton expressed concern that how the public looks at the site is
different than how the Army looks at it. In addition, RAB members
expressed concern about river water quality. Mr. McKenna stated that the
work plan being formulated is addressing the problem of not enough data.
Mr. Redder said he could try and improve the Alliant Web site so that the
content and visibility of information that may be of interest to the
public is clearer and distinctions are made between the active and
inactive sites at the ammunition plant. There was general discussion about
identifying what information the community wants and how to provide it.
Ms. Carol Zokaites agreed to help gather "frequently asked
questions" from the community. Mr. McKenna and Mr. Redder said they
would work on fact sheets related to the IRP’s most current activities.
Agenda Item #4: 2002 Installation Action Plan
Mr. McKenna presented the 2002
Installation Action Plan (IAP), available on the IRP web site
(http://www.radfordaapirp.org).
RAB members are invited to the May 15-16, 2002 IAP workshop
to comment on specific sampling sites. Copies of the IAP were
provided to Messrs. Boynton, Cole and Parrish. A copy will be
placed in the information repository. Note a copy was provided
to Mr. Peter M. Huber, Administrator, Pulaski County on December
6, 2001 per his request.
Agenda Item #5: Discussion
A brief discussion of the IAP followed; Mr. Boynton expressed concern
that the information may be too technical for the public.
Agenda Item #4: Closing Remarks, Schedule Next Meeting, Adjourn
Mr. McKenna said that because of the resignation of Mr. Robert Fries,
the RAB would need to elect a new community co-chair. Mr. Grieco added
that the RAB co-chair responsibilities can be found on the RAB fact sheet.
Mr. McKenna adjourned the meeting at 8:20 p.m.
The next RAB meeting will be held on Thursday, January 24 at 7 p.m. at
WPI.
