Meeting Minutes

Attendance

Mr. Jim McKenna convened the meeting at 7:15 p.m. and asked if there were any comments or questions about the 19 September 2002 RAB site tour or the related information on the Installation Restoration Program (IRP) web site. There were none.

Mr. Jim McKenna reviewed some of the latest additions to the IRP Status Report Update and described some of the recent progress, especially through Workplans 9 and 12.

Mr. McKenna said that work through those plans is continuing. Recent activities include arranging for an alternative power source so that environmental contractors can power their weather station.

Mr. McKenna also reviewed a Proposed Draft Schedule of Deliverables and Fieldwork for FY 2003. This schedule covers many of the data reports that are to be developed with workplan sampling results. For many of the reports, collected data is currently being analyzed to determine what the risks are, if any, at each site. For example, the results from Solid Waste Management Unit (SWMU) 6 effort are complete and require no further action. The schedule also covers new workplans coming up.

Next, Mr. McKenna talked about a recent Defense Environmental Restoration Program (DERP) workshop he attended. At the workshop, he said, there was discussion about the U.S. Army’s reorganization and how that could affect the restoration (cleanup) program. The restoration program will be managed through the U.S. Army Environmental Center. The reorganization will result in a more direct chain of command from the installation upward than with the previous command structure. This should be helpful.

Ms. Zokaites asked about the size of the Army’s restoration program.

Mr. McKenna said the program is of significant size (based on budget) and generates a lot of attention within the Army and Congress.

Mr. Grieco asked what next steps were for the IRP, once some of the scheduled deliverables were complete.

Mr. McKenna said, in the past, experience was to hold a public meeting to share the results of some of the Remedial Field Investigations (RFI) once they have been approved by regulators. Mr. McKenna said he would have to confirm that the contractors are scoped to support such an effort. The documents will also be posted on the IRP web site.

Mr. McKenna added that the next Installation Action Plan workshop will be held April 29 to May 1, 2003.

Mr. McKenna asked for topic ideas for the January 2003 RAB Meeting Agenda.

Mr. Parrish asked if there was some groundwater data available to see, specifically near his property, which is close to RFAAP.

Mr. Redder said that he will have a groundwater report, due in March 2003, that would have some recent groundwater sampling results and a plan for Hazardous Waste Management Units (HWMU) 5 and 7. He could talk about the report and plan. He will also bring some geology maps and boring logs so that people can see what types of soil were found.

The meeting was concluded at 8:10 p.m. The next RAB meeting is scheduled for Thursday, January 16, 2003.
