Site Tour - Jim McKenna, Jerry Redder

Mr. Jim McKenna and Mr. Jerry Redder led a driving site tour and discussed environmental site investigations at the Horseshoe Area at the Radford Army Ammunition Plant (RFAAP). The tour began with a brief overview of the current operating portion of the plant. The RAB was taken to the Horseshoe Area and viewed Building 4343, Solid Waste Management Units (SWMU) 68, 69, 54, and 13.

Mr. McKenna discussed the plating operations that occurred in the past at Building 4343 and the results of site investigations, which identified cadmium as the primary chemical of concern in soil. The U.S. Environmental Protection Agency (EPA) approved RCRA Facility Investigation/ Corrective Measures Study Report. The clean-up remedy (soil excavation and offsite disposal) for Building 4343 was then discussed. This plan is scheduled for implementation next year. Copies of site reports are on file at the RFAAP information repository (Montgomery-Floyd Regional Library, Christiansburg, VA).

The RAB was also taken to SWMU 54 where ongoing site investigations and previous use of the site as a waste propellant and ash disposal area were discussed. Mr. McKenna stated that an extensive soil removal action was completed in 1999 and that site investigations had detected perchlorate in groundwater. Mr. McKenna indicated that the USEPA is in the process of developing risk-screening criteria for perchlorate. The RAB was referred to Work Plan Addendum 13 in the RFAAP information repository for additional site information.

The RAB was then taken to SWMU 13, a current operating unit used for burning waste propellant. Mr. McKenna mentioned the required public notice for the Open Burning Permit for SWMU 13 should be issued by the Virginia Department of Environmental Quality (VDEQ) in February 2005.

Closing Remarks

The site visit was concluded at 8:05 p.m. Mr. McKenna stated the next RAB meeting is scheduled for December 16, 2004.
