Meeting Minutes
1. ATTENDANCE:

2. DISCUSSION:
a. Radford AAP Restoration Manager,
Mr. Rob Davie:
- Opening remarks by Mr. Rob Davie.
- Meeting objectives: Outline
what the RAB roles and responsibilities are; draft up a Mission
Statement, and to establish a local charter.
- There were no issues discussed
from the previous meeting minutes.
- The Community Co-Chair is Mr.
Rick Parrish. The Government Co-Chair is Mr. Rob Davie. Mr.
Jim McKenna will be the new Government Co-Chair for the next
meeting.
- Each member reviewed the roles
and responsibilities. The environmental regulators attending
RAB meetings will be Mr. Devlin Harris, Department of Environmental
Quality (DEQ) and Mr. Rob Thomson, Environmental Protection
Agency (EPA).
- Development of the RAB Mission
Statement: (must use plain language and be well defined)
"The Radford Army Ammunition
Plant RAB mission is to establish and maintain a forum with
citizens and community organizations as well as local, state,
and federal agencies. The focus of the forum is the exchange
of environmental assessment and restoration information in
an open, balanced and interactive dialogue. The function of
the RAB is to make informed recommendations to the Army and
environmental agencies for remedial activities."
- Mr. Davie will polish up the
RAB Mission Statement and mail out with the meeting minutes
as a draft. At the next RAB meeting, the Mission Statement
will be ratified and finalized.
b. Development of RAB OPERATING
PROCEDURES:
- Meeting Frequency: Bi-monthly
(third Thursday starting 15 October; 17 December, etc.)
- LTC Lopez requested RAB members
to be aware of the sensitivity of the restoration information
and handle it accordingly.
- Attendance Requirement: Expectation
that members attend all meetings (missing three consecutive
meetings may result in removal from that RAB).
- Meeting Location: Radford Army
Ammunition Plant, Building 220, Main Conference Room.
- Addition of Members: A simple
majority will add membersmaximum of 15 (excluding state,
federal agencies, Alliant and Army).
- Replacement: Responsibility
of retiring member to nominate a replacement.
- Length of Service: At the end
of a two-year term, members may decide to extend for an additional
term.
- Replacement of Co-Chair: Elected
by RAB for a two-year term.
- Dispute Resolution Methods:
All voices will be heard and the Co-Chairs will be responsible
for ensuring balanced input.
- Document Review Procedures:
Sixty day review time frame; documents will be delivered by
mail or emailed to each RAB member.
- (Before the next meeting, the
Site Management Plan will be mailed to each RAB member for
review. This is a good reference document for members to read;
plan shows much pertinent data.)
- Two attendees were voted on
as additional members. They are Mr. Roy E. Saville and Mr.
David Dobkins.
3. CLOSING
REMARKS:
A tour of the Radford Army Ammunition
Plant is scheduled for 9 September, 1998 (5:00 p.m. 7:30 p.m.).
This tour, however, will not include the Dublin Plant. A tour
of that facility will be accomplished sometime in October. Mr.
Davie will send an email to attendees to confirm the tour date.
