Agenda Item #1: Introductory Remarks, Jim McKenna

Mr. Jim McKenna convened the meeting at 7:00 p.m. and asked if there were any comments or questions about the 21 March 2002 RAB meeting minutes. The minutes were approved by the RAB.

Mr. McKenna noted the updated IRP Status Report copies that were available for RAB members.

Agenda Item #2: IAP Workshop Summary

Mr. McKenna summarized some of what was accomplished during the 2003 Installation Action Plan (IAP) workshop that concluded earlier that same day. Mr. Tesner noted that there were no substantive changes to the content of the 2002 IAP, except for wordsmithing to more clearly identify relevant work plans for each IRP site. Mr. McKenna said that while they do not yet have enough funding for all of this year’s planned work actions, funds may become available in the fall of 2002. Additional funding of $14 million is also being requested for work to be conducted over the next 30 years. Information regarding IAP funding changes will be uploaded to the IRP Web site soon, followed by the uploading of a the 2003 IAP itself.

Agenda Item #3: Discussion/Input RAB

Mr. Boynton asked how the funding situation would delay work action for this year.

Mr. McKenna said that he didn’t expect delays in fiscal year 2002 (FY02) for work that was already procured. After that it depends on the availability of funds.

Mr. Tesner added that a lot of work is about to begin under Work Plan Addenda (WPA) 9 and 12 with multiple sites being addressed under WPA 12. Mr. McKenna said that the WPA 12 sampling effort was increased and is about $2 million. Money and effort was redirected from future WPA 12 reports in order to pay for this increased sampling and to get into the field this spring. These reports and effort need to be replaced and are included in the $14 million. The actions in WPA 9 include investigating water levels in the river and underground, and ground water movement. WPA 13 and 14 are currently being reviewed by regulators.

Mr. Cole asked about the contractors who do the sampling work. Mr. Tesner said they use contractors and subcontractors from all over the country. They are used for a variety of work—from surveying and drilling to hauling hazardous material and laboratory analysis. Mr. Tesner continued to describe how US Army Corps of Engineers certified labs are procured and used. He briefly explained the controls used to ensure the validity and accuracy of the analysis and the data interpretation.

Agenda Item #4: New Web site, Steve Grieco

Mr. Grieco reviewed some highlights of the new IRP Web site and asked for the RAB’s feedback.

Mr. Boynton said that he liked the easier navigation and some of the new content, such as resource information for people with questions about PCBs in the New River.

Mr. Grieco asked that RAB members continue to provide feedback on the Web site and its contents, such as the Frequently Asked Questions fact sheet.

Agenda Item #5: Closing Remarks

Mr. Boynton asked about any updates on the PCBs found in New River fish.

Ms. Jake said that she attended a Virginia Department of Environmental Quality meeting that was convened as investigations begin into the potential sources of the PCBs. She noted that Ms. Charlotte Burnett, a RAB member is actively involved with this issue and could be contacted for further information. There was no specific news, but she would let Mr. McKenna know when another DEQ meeting was planned.

Mr. Grieco mentioned that there is a DEQ contact for these meetings in the Frequently Asked Questions fact sheet on the IRP Web site.

Agenda Item #6 Schedule Next Meeting, Adjourn

Mr. McKenna said that a site tour is being planned for the next RAB meeting on July 18, 2002. The time will likely be 6:30. Meeting confirmation will be sent to RAB members in advance.
