Agenda Item #1: Introductory Remarks,
Jim McKenna
Mr. Jim McKenna convened the meeting at 7:10 p.m. He
noted that this was the first meeting since November. January's
meeting was cancelled due to weather. Mr. McKenna introduced
Mr. Mark Leeper, the Virginia Department of Environmental Quality
(DEQ) Project Manager assigned to RFAAP. Mr. Leeper went on
a site tour today. His duties include providing document reviews
and offering technical assistance on the restoration program.
Agenda Item #2: Installation
Restoration Program Status, Jim McKenna
Mr. Jim McKenna reviewed some of the latest additions to the
IRP Status Report Update
and described some of the recent progress, especially on Work
Plans 12, 15, and 16.
Mr. McKenna said that since the last RAB meeting the Building
4343 RCRA Facility Investigation (RFI) Report, and Work Plan
Addendums 15 and 16 have been submitted to EPA. The final comment
phase on Work Plan 15 is complete and verbal approval was obtained
to begin fieldwork. The sampling is scheduled to begin in April.
Also the Field Investigation Report and Risk Assessment for
HWMUs 5 and 7 was submitted to VDEQ and EPA.
Agenda Item #3:
Question-Answer/Community Input, RAB/Public
Mr. Joe Parrish asked about groundwater monitoring data from
the plant and whether the river flow would affect a well on
the other side of the river. Mr. Leeper said it would not. Mr.
John Tesner and Mr. McKenna stated that RFAAP's groundwater
monitoring program monitors water flow from the facility and
not on adjacent property. All of the sampling is done around
the horseshoe area on plant property. Sampling information may
not provide information for off-site property.
Agenda Item #4: May 2003 RAB Meeting
Agenda
Mr. McKenna suggested that Mr. Jerry Redder, ATK provide an
overview of the groundwater compliance monitoring for the May
RAB meeting as he had offered for the January meeting. The January
2003 meeting as noted above was cancelled due to weather and
Mr. Redder was unavoidably out of town this week on business.
The presentation may include a site visit to the Horseshoe Area.
Agenda Item #5: Closing Remarks
The meeting was concluded at 8:00 p.m. The next RAB meeting
is scheduled for Thursday, May 15, 2003.
