Meeting Minutes

Agenda Item #1: Introductory Remarks, Jim McKenna

Mr. Jim McKenna began the meeting at 7:10 p.m.

Agenda Item #2: Installation Program Status/Question and Answer/Community Input

Mr. McKenna indicated the USEPA and VADEQ have provided comment on various documents as outlined in the revised status report. RFAAP has responded or is in the process of responding to their comments. The revised status report will be posted on the IRP website (www.radfordaapirp.org).

Mr. McKenna briefly discussed RFAAP’s 15 March 2005 response to 9 February 2005 EPA comments on the SWMU 39 RFI/CMS Report . RFAAP proposed to clean the site up to residential standards through hot spot removal of contaminated soil. Per RAB recommendation these will be posted on the website. Additionally, the New River Unit Railyard Remedial Investigation (RI) Report resulted in a RFAAP recommendation of No Further Action (NFA). On 15 March 2005 RFAAP provided responses to EPA and DEQ comments dated 22 December 2004 and 15 February 2005 respectively. Briefly comments/responses deal with ecological and groundwater issues. A discussion then ensued about the funding of additional work generated by the regulatory comments which prompted the RAB recommendation to post these letters on the website. In this way they could fulfill their role of providing advice on prioritization of work. Also it was noted that any additional work for these two sites as well as the other sites would be an item for the April 27-28, 2005 IAP workshop.

Mr. McKenna stated the clean up project for Building 4343 has been identified in the current fiscal year’s obligation plan. Mr. Steve Wood of the Corps of Engineers Baltimore District is working on that procurement action. A public information meeting is anticipated for this project once EPA and DEQ have approved the necessary documents.

Mr. McKenna then discussed another item for discussion at the upcoming April IAP workshop. The stakeholder group needs to address the approach for the groundwater study within the Main Manufacturing Area. A discussion then ensued about local groundwater flow.

On an unrelated IRP item, Mr. Jerry Redder mentioned there might be a public notice for the burning ground permit as the permit is expected to be issued by DEQ in June.

Closing Remarks
The meeting was concluded at 8:10 p.m. Mr. McKenna stated the next RAB meeting is scheduled for June 16th, 2005, and will include a site tour of the Building 4343 project site led by Steve Wood to explain how the remedy is to be conducted.
