Item #1: Introductory Remarks
Mr. Jim McKenna convened the
meeting at 7:10 p.m. and asked if there were any comments or
questions about the 29 November 2001 RAB meeting minutes. There
were none, and the minutes were approved as written.
Agenda Item #2: What Radford AAP Does
(video & briefing), Mr. Rob Davie, Chief, Operations Division,
U.S. Army
Mr. Davie showed a video tape and slides to provide an overview
of RFAAP’s operations, which the IRP is part. The presentation
included information about RFAAP’s history, products, management,
tenants, and environmental management systems and programs.
He also talked about how RFAAP has minimized their impact on
the environment through technologies, monitoring, and carefully
controlling manufacturing and waste treatment processes.

Item #4: Overview of Allient Tech Systems’ (ATK) Environmental
Effort, Ms. Carolyn Jake, Environmental Manager, ATK
Ms. Jake elaborated on RFAAP’s and environmental management
systems and activities. She also provided information on the
arsenal’s various waste management facilities, relevant permits,
and waste management methods used to reduce pollution.

Item #5: Discussion
Ms. Charlotte Burnett asked about monitoring of wastewater flow
into the New River, as well as reports of PCB’s in river fish.
Ms. Jake replied with additional information about RFAAP’s river
monitoring efforts and offered to provide more detail, and possibly
a site tour, to those who are interested. She added that RFAAP
has been PCB free for over five years and, while unable to identify
the source of PCB’s in river fish, they are willing to assist
VDEQ with efforts to investigate the problem.

Item #6: Information Resources, Mr. Durwood Willis, Virginia
Department of Environmental
Quality, Federal Facilities Section
Mr. Willis handed out copies of Virginia’s 2000 305b report
on water quality in the state’s waterways. He explained briefly
how to use the report as a resource for detailed information
on specific waterways, including the New River.

Item #7: Discussion/input, RAB
Ms. Burnett asked about the condition of the New River. Mr.
Willis referred to sections in the report that found certain
segments of the river did not meet water quality standards,
but most of the river support designated uses.

Item #8: Election
of new RAB members, Community Co-chair, RAB
Mr. McKenna said, because of time, the election of new members
and possibly a RAB co-chair would be postponed until the next
meeting. He also provided to Ms. Burnett, a first time visitor,
an overview of the RAB’s function and purpose.

Mr. McKenna adjourned the meeting
at 8:45 p.m.
The next RAB meeting will be held
on Thursday, March 21 at 7 p.m. at RFAAP.
