Agenda Item #1: Introductory Remarks,
Jim McKenna
Mr. Jim McKenna began the
meeting at 7:06 p.m.
Mr. McKenna began with an administrative announcement. When
replying to his e-mails, or sending him e-mail, use Jim_McKenna@ATK.com
as the address. Simply selecting a ‘reply’ button will send
the e-mail to another server, which is difficult to access.
Agenda Item #2: Installation Restoration Program Status,
Distribution of 2004 Installation Action Plan, Jim
McKenna
Mr. McKenna reviewed the newest items on the IRP Status
Report Update, which was e-mailed to RAB members and is also
posted to the Web site at www.radfordaapirp.org/invest/status.htm.
Mr. McKenna highlighted the Resource Conservation and
Recovery Act (RCRA) Facility Investigation/Corrective Measures
Study (RFI/CMS) for Building 4343, a former plating operation
for the Nike missile program located in the facility’s
horseshoe area. He said RFAAP is proposing clean closure for the
site, meaning no waste would be left in place. Clean closure
also means no long-term monitoring would be required, and would
allow for site reuse options. If the plan is approved by the
U.S. Environmental Protection Agency and the U.S. Army
Environmental Center, contaminated soil would be removed,
treated, and landfilled at an appropriate offsite facility. A
fact sheet about the proposed remedy was e-mailed to RAB members
on 11/25/2003 and is also available on the IRP Web site at http://www.radfordaapirp.org/about/factsheets/4343.htm.
Mr. McKenna distributed copies of the 2004 Installation
Action Plan to RAB members. The plan is also available online at
http://www.radfordaapirp.org/invest/iap2004.htm.
Agenda Item #3: Question-Answer/Community Input
RAB members asked questions about contaminants of concern at
other RFAAP IRP sites.
Mr. McKenna said heavy metals and explosives are the
contaminants of concern at IRP sites. IRP sites are sampled and
screened for numerous inorganic and organic contaminants.
Mr. Allen Boyton asked about the acronym TCLP in the IAP.
Mr. Mark Leeper said it means Toxicity Characteristic
Leachate Procedure, a test used to help determine if a
contaminant is hazardous according to RCRA. It measures a
contaminant’s leachability characteristics.
Mr. Boynton asked about PCBs (polychlorinated biphenyls) in
the New River.
Mr. McKenna said RFAAP also conducts screening for PCBs at
each site that is studied. The only place PCBs have been found
to date is at the New River Unit in Dublin. It is thought their
presence is due to old transformers that have been removed some
time ago. These sites are far from the river.
Mr. Boynton asked about statistics for the IRP Web site.
Mr. Steve Grieco said he had not seen statistics in a while,
but numbers indicated low visitation. He said he did not think
recent statistics would show any increase in visitation but
would check and report in the minutes. This check revealed there
was an increase in the average monthly visitation for 2003,
compared to 2002. For example, there were 599 unique visitors to
the site in December 2003, compared to 398 for December 2002.

Next RAB Meeting and Closing Remarks, Jim
McKenna
Mr. McKenna said the next Installation Action Plan (IAP)
workshop is scheduled for April 28 to 29, 2003. RAB members are
welcome to attend. RAB members can comment on site cleanup
priorities. The location for the workshop has not yet been
decided.
The next RAB meeting is scheduled for Thursday, May 6, 2004.
Mr. McKenna said the meeting would be one week after the IAP
workshop. In this way he could update the RAB on any
developments.
Mr. Leeper said RAB members are welcome to contact him with
questions between meetings.
